I'd be surprised if that turns out to be true given the huge numbers of international visitors. The old system worked fine from outside the US, and this is basically just that being brought back.

^Yeah, I've had Nha Trang on the "soon" list for a while, but the flights don't work as well for a quick weekend trip as most other major Vietnamese cities. I haven't checked on that for a while though; it might have improved.
