Everything is so fragmented these days. I wouldn't be surprised if they had already sought the services of a third-party company to make the deal with Aramark to begin with.
As far as I'm aware, the cars aren't launched that far up the track anymore. The structure may be taller, but the path traversed by the coaster cars isn't.
It would surprise me slightly if "next" happens on this side of 2030. At least in Tusenfryd's case. There's a couple other parks that might surprise us.
My guess at the moment is: the latter first, until the running costs make themselves apparent and the expected number of tourists fail to show up. And then the former, after a year or two.
To make a more elaborate prediction:
50/50 on whether it will make it to completion.

The combination of the harsh climate and the size of the ride means the running costs must be astronomical. The park ticket price must be accordingly high to justify the operation of this thing. But that must also reach a limit at some point. After all, the middle of the Arabian desert is not...
I wouldn't count on things improving. As you say, the park is working on a budget. Or not working, as it were.

It really adds to my impression that among theme park fan sites, Disney parks either receive way too much coverage (here's looking at ThemeParkTourist et al.) or close to none at all.
As a wimpy kid who couldn't handle great heights, steep drops, or going upside down, this would easily have been my favourite coaster ever. It's big, fast, and long, but it clearly isn't scary, which makes it an ideal stepping stone ride. I suspect this will be a hit with young park goers for...
