I am looking to visit EP for the first time in January and was wondering what the ride availability is like, Will Voltron and Silver star be open or we looking at indoor/dark rides only?

Rafting and Atlantica Super Splash are not operating.

I went to EP in January a couple years back, and most of the big coasters like Silver Star were closed for the season. Not 100% sure about Voltron, but newer rides can sometimes have limited openings in winter. You'll definitely find more indoor stuff and dark rides open, which is still pretty fun. Plus, the park has a cozy winter atmosphere, which is a nice bonus! Just don't go expecting all the thrill rides to be running.
