It's empty marketing talk, they're probably reducing capex due to global and UK economical forecasts, and because they've already placed orders and begun projects in the UK and China, they're using that to save face. Let's face it, work on the UK additions began years ago, they knew all along that they were spending that money, and were still happy to plan a new park in Belgium... All that's changed is that they've decided that they don't want to spend any more.Not sure if this is actually a sign of things to come or just empty marketing talk.
Also, according to this article, all Chinese LEGOLAND projects are seeing delays until at least 2025.
