From the pictures above, they appear to be used to hoist the track pieces into place, maybe they are also used at the factory when assembling the pieces. They might also be used to fasten a climbing harness during routine inspection/maintenance of the track.

They are restrictive and tighten horribly when there's any positive Gs. They give the sense of freedom without giving it, I actually prefer the old OTSRs to these as I could defend myself from the earbashing, I can't stop the crushing these put on my chest however.

I don't hate them, they are one of my least favourite restraints but I won't have a meltdown because the restraints are uncomfortable at the end of the ride. We are talking about Wingriders and Dive Machines generally with these restraints anyway, hardly top 20 rides.
