The other thing with products like Fastrack is that they have to be priced very highly to limit demand and actually make them a worthwhile product. If you sell Fastrack too cheaply, everyone will want to buy it, and then you encounter the lose-lose situation of the main queues being more heavily affected and the Fastrack being far less helpful to those who buy it.
I once heard the saying "If everyone's super, no one will be", and I think that sums it up quite nicely. If everyone buys Fastrack, no one reaps the rewards of it.
