I can confirm that this is common practice at Phantasialand and was already done the week before Taron opened.
It's odd that we haven't heard anything, but I bet that the first week of September will have big news and that Rookburgh will be opened around week 39 (20 - 27 September).

He is simply just theorizing from the date Chris Theis the executive assistant is restarting his podcast as written in that video's description. No exclusive leaks there.

I've just seen the letter that has been sent out to employees that confirms the 07. September for their preview.
It also states very clearly that leaking anything is prohibited, and entering Rookburgh will only be permitted without mobile phones, tablets or cameras.
